Opened first Community Homes Program in Moon Township, PA for 9 people. This is the first of many programs funded by Allegheny County. Annual Summer Camping Program initiated for people living at Robinson Developmental Center. Began 25+ year relationship with the Joint Commission on the Accreditation of Hospitals, a nationally accrediting agency, now known as The Council on Quality & Leadership (CQL). Citizen Care, Inc. becomes the first such Agency accredited in Pennsylvania, and the accreditation has been maintained ever since. |

First participation in the United Way Day of Caring. Walden Center acquired for use as a Senior Citizen Center. |

Allegheny Children’s Initiative, Inc. (ACI) becomes a subsidiary of Citizen Care, Inc. ACI provides services to children and adolescents with behavioral health problems in their family, school, and community settings. Five Conversion Homes open. These five homes, housing 20 people formerly residing at Robinson Developmental Center, mark the first step in the phase-down of Robinson Developmental Center. It is clearly demonstrated that persons living in the community have a better quality of life than living in a congregate facility. This project is targeted at five years, and by 2004, Robinson Developmental Center, the main campus, will cease to exist. |

Five more houses open to allow for additional people to experience community living outside of Robinson Developmental Center. Expansion Division established within the Community Services component of CCI. |

| 2002 | Five additional houses open to accommodate 20 people previously living at Robinson Developmental Center | |
| 2003 | New homes become available to all remaining people formerly living at Robinson Developmental Center, and on September 30, the Center is officially reduced to several employee offices, a few meeting rooms, and a computer lab. | |
| 2004 | On June 30, Robinson Developmental Center officially closes its doors as a part of Citizen Care, Inc. | |
| 2005 | July 1st, Partners For Quality, Inc. is established, having as its subsidiaries: Allegheny Children's Initiative, Inc; Citizen Care, Inc; Exceptional Adventures; Partners For Quality Foundation, Inc. |
